Title: Injector issue/ fuel rail

Ok so I've done my engine conversion and wiring seems to be fine but I can't get the fuel to go through the fuel rail. I haven't connected the little vacuum (what I think is some sort of vacuum it's the black pipe with the yellow thimble on it) or the air filter etc. but I believe it should still work. The switch for the rail is connected and on ignition reaches 12v and then decreases to 0v although I'm not sure if this is normal. Can anyone please help me this should be my last gremlin to iron out before it starts. And yes the fuel rail and injectors were working prior to conversion.

feed & return pipes on wrong way round

Tried that and they we're on correctly tried swapping them round and still wouldn't work just to be sure.

what engine and ecu in what car ?
