Title: Timing belt replacement

VW Golf Cabrio Clipper - 1990 carburettor 1.8 engine

Am in the middle of trying to put back together the timing components on the engine of the above. I am rebuilding something that someone else had taken apart and there are parts missing.

Timing belt covers: Have got the three plastic shrouds which appear straightforward to fit back... but the book shows there should be a shield plate (metal) which goes between the belt/pulleys and the engine block itself..... thereby completely enclosing the belt from front and back.
I do not have this part and have had conflicting advice as to whether this part should be there.

Can anyone help?
