can anyone tell me what this means please

VAG Error Code: 17667
EOBD II Error Code: P1259

Fault Location:
Engine Coolant System Valve - Short to Earth

Possible Cause:
Wiring short to earth.

Exactly what it says the wiring is shorted to earth.
