Surely a weak actuator would see a increase in duty cycle as it struggles to meet the required boost?

maybe but speaking to a few people in the know and this what they rekon without looking at it and plus it also gives me a reason to tell the perso who wears the trousers i need a turbo

Lol you know!!! So does that mean that I got a weak actuator as I hit 100% then down to about 76%

Well it means that your ecu is telling the N75 valve to work 100% of its capability to meet the required boost.
