Title: Big bumpers... on an August 88 16v?

Looking at a golf for sale, its an August 1988 with big bumpers on, but i've read in two places now that vw didn't bring them in til August 1989.  Does this mean they've been added?  Does it detract from the value at all, and is it something I should be suspicious of? 

Also can I fit electric windows to it easily?

Need knowledge, more knowledge....

no, mk2's didn't get them til 89. it's a popular mod tho so probably no worries. Just check for accident damage to the front rails just in case.
