Title: why is exhaust hanging so low

My cat is hanging really low. The cat is much lower than the back end of the exhaust. And its a pain with speed bumps. Any ideas?

Its either come away from its mounting bracket somewhere or a part of the exhaust the CAT attaches to is the wrong size
