Sounds like you got a real nit picker....

Lots of cars only have one - so you don't blind other drivers...

What a Pillock

They only have one as standard. (offside)

I made mine two though, by adding a bulb to the nearside bulb-holder and a cable connecting the left and right hand light fittings.

You need a bit of investigation to locate the correct connector on each bulb-holder!

Even if a car should have 2, so long as the off side one works, it passes.

Could it be that someone has wired in the extra one on your car, and the RHS one has blown, leaving just the LHS illuminated, which would be a fail even though there is one illuminated?

I have had a B3, B4, B5 and now a B6 Passat and none of them have had two rear fog lights. I believe it is pretty standard across the VW range to only have the one. So if your (offside) one is working then it is definitely not a fail.

Makes life a bit easier when it flies thru pal with no real issues, aaah well... if the previous owners would have done alot of the basic stuff i think my life would have been made much easier over the past 2 years
At least i know everything i replace for genuine parts is a step in the right direction, makes things easier to keep your eyes on when the whole car has had new replacement parts added in my 2 years of ownership
Cost's me money to keep it going, but i will tell you one thing, i would not be without it

well if you the owner doesnt know when you would be doing a weekly / monthly lighting check

then an mot tester, who if you think about it wont see a MkII that often these days might not be sure.

trust me buddy ive had the car 9 years now and it's taken me this long to get it to a standard where it flys through an mot,I'd hate to think what it's cost me over that time, but like you I wouldn't be without the old girl, keep on at it ull get there in the end, nothing that's worth doing is ever easy.

Preventative maintenance is the key. I'm always tinkering with my '91, but that's why she sails through mots now.. Going in for underseal when weather warms up, as I'd rather that than start to need welding come mot time etc.. I may thrash her to an indicated 130mph most days, but with a couple of genuine oil changes a year, fluid levels always checked, no ragging until right upto temp, and lots of inspections means that she still purrs like a kitten. Old bangers my arse mines more reliable than the 10year old un-maintained cars my workmates/friends  have.. They ask me how my g looks so clean and tidy and looked after, its because I clean tidy + look after it!!

New MOT certificates are cheap and nasty now too, u seen them? just a sheet of paper in black and white, times are hard now, no colour too costly
