Get in touch with DVLA, tell them you need the address of the owner to pay for repairs as you fell off your bike and dented it, that you tried to find out at the time who owned the car but there was no one around and that you couldn't wait and didn't have paper to leave a note and when you went back it had gone but you had saved the reg on your phone incase. they should then give you the owners address.

Not a bad idea

They will not do that, for £5 you can get a list of past owners however.

they did it for me when I needed to find out who owned a car. First sent them a letter asking who the owner was because the driver had been following my sister everywhere for a few days and the police didn't care, got a letter a back saying couldn't give me the info because of data protection and all that. A copper I knew said send a letter saying What I said and they gave me his address

Would look a little suspicious though if the interested party, happened to want to pay for damage on a car that he previously owned
