Title: Tie Rod Passenger Side

Have the driver side one off, have a decent tool for doing it but the passenger one has a circular steel thing which covers the end of it so cannot get my tool on it, does this thing come off or how is it done? At the moment I cant even see the place for loosening it as this thing is covering it!
