My best guess would be a theft deterrent ,lock for foot pedal?

It's a lock for the gear lever I believe

Shame.I was hoping it was something i could attach to the headrest and keep the wifes neck in it.Maybe add a jaw attachment to keep her mouth shut (maybe one operated by remote) !!.
