Sounds like they are just listing features of that 300+ mpg concept car VW made and writing 'golf' instead of 'concept'.

the idea of that car is crap... Why would anyone who drives a golf get one that's REALLY slow?! Isn't the golf all about being quicker than most of it's rivals?

0.8-litre, two-cylinder diesel engine
Lightweight and meeting the super-stringent Euro 6 exhaust pollution regulations, this 41kW unit is designed to be used on demand, only when the driver needs acceleration or when going uphill. At other times, it remains idle.

Composite front wings
Super-light injestion-moulded wings.

22kW electric motor/pulse starter
Can either power the Golf on its own, or assist the diesel engine. It also acts as a ‘pulse starter’, spinning the engine up to speed fro seamless restarting. This is the key to the eco Golf’s frugality: the engine ramaining idle as often as possible.

not really, it never has been quicker than its rivals, except for maybe the mk1 when it was first released.
