Title: scammer threads

can i suggest scammer threads are completely banned unless proved, it seems once a week someone is shouting scammer, generally unfounded, can i suggest if someone thinks they've been "scammed" that its forum rules that they report to a moderator before a thread shouting scammer is started, even then maybe thethread should be started by a mod confirming that xxxx is a scammer

Everytime one appears I generally lock it and get both parties to PM me with their problems.

Ideally the people who 'think' they've been scammed should contact a mod, but others like to tke matters into their own hands.
