Title: Process for respraying already sprayed parts

I've only ever sprayed parts that have had no paint on them previously and I have bought a votex rear valance that is sprayed black. What process should I follow to prep the part before painting it in the colour of my car? Do I have to remove the paint that is currently on the valance? Is it still plastic primer that will be needed?

i personaly get a scouring pad and go over it to remove the shine to make it better to spray on
im no expert tho
is it in good condition without and parts pealing ? and is it nice and flat?

It's in good condition however being a valance it has a few scuffs and scrapes on that are going to need to be filled to get it looking tip top again.
