he has just finished his conversion but it is making some strange high pitched noise seems it was coming from the isv

Have you checked the pipe to the isv isn't being blocked by something?

take the pipe off that goes onto the isv and see if that stops it. it sounds like it could be an air leak

That has got an air leak somewhere.
