The part number on mine is 06540819020561 and the k reg 358614217

I pretty sure the answer is no mate i'm afraid.
ETKA states 358 614 217 is replaced by 1H2 614 217 A, this is the part number that fits golf 92-95.

Also i'm sure 1996 onwards doesn't have a brake pressure regulator on the rear axle, this is regulated in the ABS system, thats another reason the part could be different.
