you can do it with head on if you use compressed air to hold valves shut, ive also seen people use a trick with some rope pushed into cylinder then engine turned over till piston stops.  otherwise head off and valve compressor is required. either method requires rocker cover removed

I'm doing the exact same job at the moment on my Mk2 Golf! Check out my project thread for any help you may need. It's not exactly a how-to guide but it'll give you an idea of the work involved. Hope it helps.

if you have air line there is a rreally easy way to do stem seals
