Title: indicators stayin on,not flashing

my mates mk 4 1.8T indicators are stayin on and the hazards,im thinking relay? he says it makes a clicking noise and it sounds like its comin from in the footwell/steering column ?

the relay is in the hazard switch on the dash itself
