Title: Putty in an engine bay?!

Hey all. While working on my Golf today, I found that all around the bay is some sort of putty stuff. It's everywhere, and when I scrapped some off, it was a white colour. Now there's trails of this stuff that looks like it's leaked in from somewhere.

All I'm really concerned about is if an engine bay cleaner and a jet wash (abviously with engine out the car!) would be enough to take the stuff off. Anyone had this before or anything simular?

is it some kind of waxoyl?

Has the car ever been accident repaired? 

As previous post, pic would be helpful....
