Title: On Board Computer Not Comunicating

The OBD port does not work on my Golf Mk3 VR6. There is 12 volts on the K line And the Power line nothing on the L line (expected). Every thing seems to be working but it will not talk back to the computer.  It is possable to see the data going in to the car but nothing out.

Help Please?
