Title: a notch out?

My mate just got a 16V and the timing belt is a  notch out, would this cause any smoking problems or any thing else serious? apart from running like SH!t :)

He took it to a gargage for a pre MOT and he said the guy showed him.

He aint got the internet so i am doing his questions for him, cheap git :)
