Title: a/c refrigerant problem help!

So my a/c is not blowing cold. I changed the expansion valve and the high pressure cut-off switch. The guy who charged the ac after both part installs keeps saying the low side is pegged; there's to much pressure. This leads me to believe a valve somewhere in the low pressure line isn't opening or something is clogged. Anyone else seen this? Any ideas?

The guy testing it should be able to tell what is wrong if not find a specialist.

The guy doing it works in a body shop, he isn't a full on mechanic or wanted to make money on the side with it, or something. But he said he doesn't know ac work real well.

I would not trust kwik fit or halfords with anything.
