Title: Ove fueling on start up?

Hi on my valver i swear to god its over fueling. Obv i know when its cold its gona "be on choke" in a sense but the car is hesitant and mpg is down to 15 - 19mpg when cold!

This cant be right can it?
Could a temperature sensor be screwed?

Quite possibly yes, or maybe the lambda sensor. Vagcom it before replacing anything I reckon.
