Title: fit new gaiter on a mark three?

hi there.  i have a power steering leak, coming from the gaiter on the front drivers side.  what could i do to fix this?  snip the gaiter clips off and remove the gaiter, and then maybe replace the track rod and balljoint?  i have been told i need a new steering rack.  can anyone help me through with an explanation?  thank you.
