I recently approached my insurance company to see how they the underwriters would feel about me putting a MKII brake master cylinder on my MKI to improve things a bit.
No Problem, except as I would be doing the work myself, they insisit on an 'Engineer's Report' OK-ing the work.
My question is, what exactly do they mean, a qualified mechanic ?, a DVLA Inspector ?, or could our mechanical engineer here at work (who has a degree in it) be able to knock something up for me ?
Has anyone else been in this situation, and if so who did you use ?
How much did it cost ?

anyone who can sign a letterhead from an auto-mechanical related company should be able to cover it.

I had a series II turbo conversion in my escort cabby a few years back. All I had done was the garage who fitted it wrote to the effect " We *** have fitted engine, loom, drive shafts etc to vehicle ***" on headed paper.
That was enough for my insurance at the time.
