Title: White resedue in engine cap?

I have been looking to restore another VW and have come across a quite tidy one. however once the engine cap is removed a thick white resedue is present.
head gasket or maybe other issues do you think?
It over heats but starts fine although lumpy

it does sound quite alot like headgasket.

Only way to tell for sure is get a compression test done.

It doesn't always mean HG. I only did short journeys for a few months and the inside of my rocker looked like this!

Check the water tank for cross-contamination too. I'd do a compression test done myself, but it won't show if the HG has blown between an oil gallery and water. The running poorly could be anything.

White gunk with running issues would point to HG... but also saying that, white gunk is normal when the car is only used for short journys,  And lets face it... golfs have plenty of things fail that can cause running issues..  If it gets through the compression test.. could be a simple fix.
