Title: scratching noise when braking

when i brake there is a scratching noise from the front brakes but is not a constant grinding noise only on and off when the wheel is moving, this only started when i had the front wheel bearings done. i have taken the brake pads off to see if the was any dirt on them and even sanded them down a little with 240grit sandpaper but the noise is still there

how long has this been happening?  my dad had a similar issue that was caused by a stone in the caliper, but since youve hads it off to sand the pads or whatever it wont be that.  Have you tried spinning the wheel by hand to see if you can spot the problem?  Have a look at the splash shield behind the disc, maybe thats got a bit bent
