Can you paint a metal that has been polished?

Yes if you rough the surface enough. I would think you would get the most problems when applying primer.

Yes if you sand it enough.

sand, with wot ? ? ? ? too fine a wet n dry will mean  no surface for th paint to adhere to

Keying the surface will help,

then maybe an etch primer ( or  spec metal primer )

it can be done, bit needs prep work,

as with every  paint job, its all in the prep work

No worries.. looks like stainless steel to me, to which paint doesn't stick very well! whether its SS or Ally,I would have it shot blasted, then powder coated satin black, for around £20-30,  and never have to worry about it again.
If you paint it yourself, you need to "Key" it thoroughly with 180 grade paper, etch prime, prime and then paint, but it would chip easily.
