Mk 4 golf gti T

Hi all,
I need help i have a mk4 golf gti and is currently off the road im replacing my outer cills and when i cut the old one's off the rust has gone also gone through to what i thought was the inner cill but after contacting VW and my local panal beater there both unsure what the panal is called or were i can buy one from can anyone help i will attach photos thanks Chris.
