I think OBD11is the more 'proper' package, however I've used carista for a few years now. It does code reading and clearing for free, and for the vast majority of small tweaks as you want to do, it works the same as OBD11.
Given there's a 1 month free trial if you buy the genuine adapter which is around £15 I think it's a pretty good deal. It's then £9.99 for a month if you want to change something later or get a new car. I've found that for customisations I can get a car how I want within a month of tweaking and trying things.
However OBD11 has some extra stuff such a long coding. Depends how far you want to go.
If you just want to e.g. Turn off stop start and set coming home lights to auto, carista will do the job at a fraction of the price.
