The only place I have seen them is on E-Bay. They are for the American market.

I went down to my local VW garage and ordered a GTi Grill badge a few months ago.  It arrived next day and took a second to snap it into the grill (See pic in Gallery Section).  It cost about a tenna, and it does make your car that little bit more distinguished.
