Differnce in 'Dry filters' and 'oiled filters'?

Ive got a mk4 tdi 110 and a piper cross pannel filter that sais on the box 'dry filter no oil'

does this mean it doesnt need oiling or just hasnt come oiled?

doesn't need oil

also means it won't fook your MAF; the MK4 does not like oiled filters
