Yes, marine paint.... My other halfs dad painted his Triumph Herald with it.. Meant for hulls of boats and mk3's

Looks suspiciously like acrylic vs celluose vs 2k reaction. Meaning whatever was below is reacting with stuff on the top. Or possibly primer was still wet when top coat went on.
Is that not something that a heavy flat and polish and a couple more coats would remedy?
I wouldn't polish it, but he may get away with flatting the whole thing back, proper wipe down and repaint, but I would be inclined to strip it right back as the only thing worse than doing a job twice, is doing it three times.

Looks like it has been rained on before drying properly to me. He did say he used b&q exterior paint though so the different paints reacting would make sense, although I used crown exterior paint for my bay and had no such problems.

A+ for the person that got rain .. :D the paint went on a treat had to thin it down ALOT but still it rained over night and unfortunatly my car ended up looking like that :( oh well
