Rear bumper paint cratering

Hi guys
After a good polish up this weekend I've noticed some quite unsightly paint cratering on the rear bumper 2016 gtd. I must admit I'm the 2nd owner so can't be sure it's not a bodged paint repair by a previous owner but do you think VW would take any responsibility as only a few years old. Hope the photo shows it ok

Oh dear.
Did you use a machine to polish? Too much heat?
Or the more likely reason ; is it fisheyes caused by a previous repair over waxed paint? Ie. Not prepped correctly
