Power steering and idle problem

So long story short, 1.6 mk4 had bad idle problem that seems to be getting worse. Revs will bounce from 1100 to 1400 but along with that when you release pedal to slow down the car starts bunny hopping so you have to work the clutch. 1st garage said throttle body = changed but no difference. Cleaned t/b and checked for air leaks. Took it to local vw/audi specialist and steering sensor popped up on fault codes and when they disconected it the revs stopped bouncing but sat at 1100. So I though (and they said) that new sensor but on way home the revs seem to sit at 1400 most of the time on idle. Bought a second hand one on ebay (I know, I know) and put it on today and topped fluid up and low and behold the revs started bouncing again so disconected. What I have noticed though is when I come to a stop and the revs are high I will move the steering from side to side and the revs will go down to 950 and idle lovely until you press the acceleraor again. Can anyone tell me apart from sensor is there anything else connected with the steering pump what could cause the revs to idle high :undecided:
