They can fail or it can be becasue the coolant channel o'ring has swolen shut, blocking off flow to the waxstat & autochoke unit.  If they don't seem to be working, removing the stat and chucking it in boiling water sometimes 'resets' the wax, worth a go!

yeh read your post a while back replaced the gasket and oring that took bloody hours lol. chucked the thing in boiling water but didnt seem to make a difference :S oh the joys of old cars:)
