That's a bit of a lost art as most places are only interested in plug n play laptop tuning.
I've spoken to various places regarding fettling my 16v mk2 but not used any of them as yet, so this is just people who are in Scotland and tune VW's/ general performance garages...
However, you may wish to try Bedrock Veedubs, I spoke to a guy called John who was enthusiatic and seemed to know what he was talking about re. reboring my 16v to 1.9 tuning etc.
