Common problem?

Rear bumpers peeled slightly too.

My money would be on Poor quality work at a body shop, my car is that colour and it's happy (a couple of stone chips but nothing you wouldn't expect on a 6 year old car), it is not something I've noticed on these before and it's a fairly common colour, vw generally use quality products like that.

Your car has probably had a new bumper cover fitted at some stage, the new cover has not been keyed properly, and paint adhesion is therefore poor.
Paint would need stripping back entirely to the bare plastic, and the painting process carried out correctly.

When paint comes off like that in big chunks, it can generally be blasted off with a steam cleaner, cutting right down on prep time in the paintshop.
