New MkVI GTI owner - Xenon Headlamps Fail MOT

Hi, new to forum but have had 3 golfs now, VR6, V5 and a 2009 GTI Mk6. I'm in London UK.

The GTI I purchased 2 years ago and was informed by the dealer it had a xenon light kit fitted. I should have taken it back to him as there was an issue with the xenon lights not appearing to dip/ constantly being on high beam and a warning light constantly showing. However I use the car mainly for golf and day run around on occasion. I took it for an MOT 12 months ago, and it was passed by a local independent VW specialist in my area, though he couldn't/didn't fix the fault. Fast forward 12 months, had to MOT again and unfortunately due to timescales and needing the car for a holiday booked it into Halfords for the MOT as the local specialist couldn't fit me in for over a week.
Was informed it had failed the MOT due the headlights. It had the HIDS4U xenon bulb kits fitted, but the previous owner had installed the xenon lamp kit into the lamp assembly which was the standard halogen assembly. I understand this is not legal in the UK and the whole assembly should have been changed. (Go figure, been driving it like that for 2 years).

Halfords quoted me £595 plus VAT to change both the headlamps, as the standard halogen lamp clip/adaptor arrangements were no longer there, so stated they could not just fit standard halogen lamps. Being flat out at work all day in meetings and needing the car back for pending holiday trip I grudgingly agreed the works and this is now complete. Needs must. What I would like to know is whether Halfords could have ordered replacement standard bracket LED bulb clip adaptors, as I can locate these easily online. Have they led me up the proverbial garden path?
I have now got a verbal quote for same works from the local specialist and he quoted me £410 for two new headlamp assemblies installed. Halfords have agreed to price match this and refund me the difference if I can provide a written quote. Would just be interested to know if they could have resolved this for lower cost by ordering a replacement halogen light assembly instead of the entire two headlamp arrangements.

Any comments or advise would be appreciated. (And yes lesson learnt, stay away from Halfords).

And if anyone is interested I have a Xenon 55W H7HIDS4U kit and two genuine VW MkVI Hella 5K2 941 006H headlamp assemblies less the lamps/ clips available for sale.
