Title: Is this a dodgy n75?

Hi all, just a few questions before I start pulling bits apart that don't need it.

Bought an eos, 140 tdi BMM engine. Has plenty of power up the rev range but struggles at low rpm, noticed when buying the car a vacuum line had split so haggled and bought the car, fixed the line and now I can see as soon as the car is started the actuator pulls the vnt arm up about a cm, is this right? Seems to me either the vnt arm is too short or there's too much vacuum at the actuator, which would indicate a dodgy n75?
