Title: MK1 brake pressure regulator

Hi, I am finishing a Mk1 GTI project and the plunger on the brake pressure compensator was stuck in, I removed the rear part or the compensator and worked the plunger back and forth so it now moves freely, my question is should the plunger push out under spring pressure or does it only push out with fluid pressure?

the fluid pressure pushes it out and the spring limits the amount it moves out.
