Hi, sounds like a daft question but i have an esp button in my mk4 gti, if I press it a permanent light comes on the dash and if I press again it goes off, am I right in thinking if the light is off then esp is off?

Other way around, ESP light on is effectively a warning light telling you it's not on.

I remember when my dad had his MK4 and the sales man told him he had to press the button every time he got in.......
I questioned this and read the manual as we were traveling back from university and turned it back on. A few minutes later and my dad had to swerve to avoid something in the road and you could feel the ESP kicking in
