Cold bottom hose

Hi Everyone
2000 1.8t :
The bottom hose is always cold, we don't use the car much and only for very short journeys so its not really caused us any issues, we did notice that in the summer it started to get hot in traffic and the ni fans cut in, I guess that could be linked, Im guessing its the thermostat stuck in the closed position? maybe the water pump?
Any ideas would be great, thanks, Peter

Does your engine temperature reach 90 and sit there all the time?

explained it wrong i think) the top hose is cold, the top goes to the bottom of the rad….it did overheat in the summer once, properly related…
