mkII not starting

I have had a 16valve mkII engine put in to replace an 8valve.  It has so far taken 20 months and I am now on my third mechanic.  The (new) spark plugs are producing reasonable spark and there is fuel coming through the injectors but the car will not start.  When turning it over it pops as if trying to start but no joy.  Help.  I fear for my sanity!

Check that the cam and ign. timing are ok. Then check the fireing order at the distributor. Should go, hope this helps,  ;) Steve.

Check the little electical unit (can't remember what its called) under the plastic at the top left hand side of the engine bay.
