Is the ABS light on?
Could be a faulty control unit/pump. Plug the car into VAG-com.

My 16v started doing this about 6 months ago, traced it to the o/s/r abs sensor when i replaced the wheel bearing.I found the sensor had split and corroded from the inside.Braking was scary and unpredictable so ive unplugged the abs unit under the bonnet and braking is ok now-obviously no abs,but no heart stopping moments in traffic that suddenly stops .Not a fix but will keep you on the road until you get it sorted.
