"lag" when changing gear!!! 1.8T

Ive got this weird boost type problem. if i change gear at high ish revs say 5000 then put my foot down hard in the next gear, nothing really happens for a while about 3-4 seconds an then the turbo comes in with force! any ideas?

No fault codes. Charge to pancake to intercooler to throttle body air route, all hoses new, and tight as you like.

I am running standard, want to sort this out before I map it, sometimes I feel it lower down in the rev range too, but at high revs it does it everytime.

Has anyone else experienced this?

You will get some lag obviously.

I know its not going to be instant boost but this is arount 3-5 seconds of lag! to the extent of I lose a fair bit of speed only to accellerate again when the boost comes in.

Was thinking a control issue, N75 or N249 (not bypassed yet, this weekends' job) but by no means am 100%.

Its as if the DV takes time to operate (Sometimes), if that makes sense?

This is something I have not come across, when you say "actuator" what exactly are you referring to? N249?
