7J wheels on a mk7 can take some big spacers!
If you're going to drive in snow then you'll still want plenty of clearance so I'd play safe and go 12mm front and 16mm rear but you'd easily take 20mm rear spacers (each side).

No the spacers are bolt on so you bolt the spacer to the hub and then your wheel bolts to the spacer.
