After the upgrades mentioned the chap said that you'd be looking at not be able to race due to rules/regulations etc.

Thanks for reiterating that, it's rather the point of the control parts.

No problem mate.

So-yea, basically you can only put a few choice modifications on your car, ie map/exhaust/brakes. Nothing like larger turbos or any other massive engine modifications.

Did you not read DH post

From the organiser's website:

Quote
A tightly monitored package of control parts makes for even and competitive racing, putting the emphasis back on driving skill and set-up. Tyres, brakes, dampers, exhaust and tuning packages will all be available at a subsidised cost to ensure a level playing field, making this a real 'drivers' series, as well as superb value for all involved.

As per Wayne's post, it's not a matter of choice of different types of modification - this isn't Need For Speed.  You must fit this camshaft, these tyres and these dampers and springs to make your car compliant with the regulations.  Otherwise you don't race, because your car doesn't get through scrutineering.  These items are offered to the racers at a discount, so the whole field is 'levelled'.

The MKII Golf GTI series runs under very similar regulations, as does the Locost and most other 'single model' championships.
Just because you're offended doesn't make you right.
