Yes you should fit a new gasket.
Cleaning it out will not make a huge difference. It will make a tiny bit of difference probably run a bit smoother than anything. I always clean mine out when doing a service.
Im gonna do mine next week. The gaskets are prob pennys anyway so may aswell replace it.
